Sefton CVS assists and promotes voluntary and community sector activity in the borough of Sefton, Merseyside.
The work of Sefton CVS is best described under the following headings, which form the core activities of a Council for Voluntary Service:
- Providing services and support for voluntary, community and faith organisations.
- The provision of opportunities for closer working together within the voluntary, community and faith sectors and with statutory authorities; and to encourage multi-agency cooperation.
- Creating and promoting forums and networks through which other organisations may make representations.
- The development of new ideas, strategies and organisations.
- Enabling the effective involvement of the local voluntary, community and faith sector in strategic partnerships.
- Supporting and developing volunteering opportunities (through Volunteer Centre Sefton ).
Mission Sefton CVS seeks to improve the quality of life for all Sefton residents, particularly those who are marginalised or experiencing disadvantage.
This is achieved by supporting and enabling VCF groups to identify and serve unmet needs through the provision of professional, high quality services offered in accessible and culturally sensitive ways that reflect the needs of our diverse communities and also the sector's values of equity and equality.
We will seek to promote the needs of citizens and the sector by working in partnership with public sector agencies such as Sefton MBC , Sefton Primary Care Trust , Merseyside Police , Merseyside Fire and Rescue Service and the private sector.
Strategic Objectives The organisation has determined its strategic objectives for the next three years (these objectives form part of a three-year service level agreement with Sefton MBC). The objectives are reviewed annually and are prepared in line with our core principles and purpose and with our partners' priorities and plans in mind. These include the Local Area Agreement, Sefton MBC's Corporate Plan, Sefton PCT's Plan and the Community Strategy.
Strategic Objectives are:
1) To be actively engaged in the formation of strategic cross-sectoral partnerships.
2) To meet the increasing demands of legislative, social and structural changes and underpin the voluntary, community and faith sector infrastructure to respond to and manage change.
3) To act as a conduit between the local authority, the Local Strategic Partnership (LSP) other partnership bodies and Sefton's communities in the development of local strategic Initiatives.
4) To be an active partner in the planning, development and delivery of initiatives responding to central Government policy, such as activities to tackle social exclusion, health inequality and long term unemployment, through initiatives such as the Local Area Agreement, Choosing Health and Every Child Matters .
5) To be the lead VCF sector development agency in the pursuance of economic and social regeneration partnership initiatives such as Housing Market Renewal and Neighbourhood Renewal.
6) To encourage inward investment and to be in a position to maximise leverage to the sector through external funds from (for example) the Big Lottery Fund, charitable trusts, corporate sponsors, central government initiatives and Europe.
7) To underpin the voluntary, community and faith sector infrastructure in Sefton through a programme of community development actions in order for organisations to have sufficient capacity to respond to change.
8) To support the VCF sector in achieving enterprising and collaborative solutions in the development of non-grant based income, including the delivery of public sector contracts.
9) To increase voluntary and community engagement amopngst the citizens of Sefton.

Modernisation Fund Grants Programme: Online application now open for £1,000 bursaries From 1 June to 17 July, frontline organisations with an annual turnover of between £150,000 and £750,000 are invited to apply online for a £1,000 bursary from the Government’s Modernisation Fund Grants Programme which is being delivered by Capacitybuilders.The funding is focused on helping frontline third sector organisations to increase their impact and become more resilient through working more closely with others. It is targeted at third sector organisations engaged in providing services that meet the needs of people and communities affected by the recession.The £1,000 bursaries available under Phase One of the programme will allow organisations to buy at least two days of advice and support to explore how they can become more resilient and work more closely with others, including through collaboration or merger.From the Autumn, £10,000 grants will be available to help organisations which have gone through Phase One of the programme and would like to take further significant steps towards collaboration or merger. Official Launch of the Online Knowledge Asset Review (KAR) Tool Greater Merseyside ChangeUp have launched a new online knowledge asset review (KAR) tool (www.kar-tool.org.uk), a diagnostic tool that has been designed to help Merseyside based front-line voluntary, community and faith sector organisations identify any assets they own that could be licenced in order to potentially generate an income. The KAR tool is free to use and takes approximately ten minutes to complete. Once a simple questionnaire has been completed, a report is produced outlining the results and giving details of which organisations can provide further assistance, including members of the Greater Merseyside ChangeUp consortium. The production of the KAR tool was funded by the Greater Merseyside ChangeUp 'tips and tools' project, which has also trained staff from across the Greater Merseyside ChangeUp consortium to be able to assist clients with copyrighting, licensing and with basic marketing of assets which may have been identified through completing the KAR tool. to use the tool, visit www.kar-tool.org.uk. Two free workshops are being held in Liverpool on 4th & 5th June 2009 (from 10.00am - 12.30pm) to explore the impact of the economic downturn and signpost you to useful resources and potential funding. The workshop is being run by Greater Merseyside ChangeUp, who is acting as a local delivery agent for the Government’s new Modernisation Fund grants programme. Tackling and surviving the economic downturn Two guides have recently been published which focus on supporting and enabling Third Sector organisations to tackle and survive the effects of the recession. National Audit Office report published - 'Building the capacity of the Third Sector' The 'Building the capacity of the Third Sector' report was published on 6th February 2009 and examines ChangeUp and Futurebuilders, two Cabinet Office programmes designed to build the capacity of the “third” sector. The report was produced by the National Audit Office (NAO) and states that 'ChangeUp has generally been a significant factor in establishing better partnerships between local support providers. In the absence of a programme-wide evaluation by Government of ChangeUp’s impact, we carried out detailed studies in six localities to identify and illustrate the impact of ChangeUp on local support providers and frontline organisations. We found that ChangeUp had led to improved partnership between local support providers, which enabled better assessments of the needs of frontline organisations in each area and the gaps in support to them. These improvements were more significant in those areas where support providers had already been working together and shared a willingness to develop their cooperation; and less so where there were significant weaknesses in existing support or obstacles to joint working.'
