Sefton Council for Voluntary Service and Sefton Council are working together with Liverpool Young Person’s Advisory Service and Liverpool City Council to provide workforce development support to the private, voluntary and independent sectors across Sefton and Liverpool.
Catherine Taylor is the Children’s Workforce Development Co-ordinator (Sefton and Liverpool). This post is funded by the Children’s Workforce Development Council’s Workforce Strategy Partners Programme until March 2010.
The aim of the role is:- To support and enable the workforce development of the PVI sector organisations working with children and young people.
- To enhance the involvement of the PVI sector in workforce planning strategic, planning processes and develop mechanisms for monitoring sectoral engagement and participation in workforce development activity.
- To increase knowledge of sectoral provision and training requirements via workforce analysis and sectoral mapping.
- To examine training opportunities for volunteers and develop specialised training for volunteers.
The Children’s Workforce in the PVI sector can be defined as anyone who works with or runs activities for children in a paid or unpaid capacity. Examples of this include parent and toddler groups, youth groups, dance groups, play groups, breakfast clubs, after-schools, uniformed groups, day nurseries and sports clubs.
This post came into being as the expectations and requirements of people working with children, young people and families are changing. There are new standards, skills and processes, and joint working is becoming the expectation of all paid and unpaid staff who work with children and young people. As Children’s Workforce Development Co-ordinator Catherine will be supporting the PVI sector to meet these new expectations.
Within the Every Child Matter’s document the Government sets out their aims for all children (the five Every Child Matters Outcomes) and have recognised that these outcomes cannot be met without the development of the workforce, both in terms of the skills and qualifications of individuals within the workforce and also in terms of supporting more joined up working and common processes. The Children’s Workforce Development Council (CWDC) was set up in April 2005 to implement the workforce reforms in Every Child Matters.
Priorities for 2008/2009 are:
- Ensuring groups are aware and participating in the workforce development agenda.
- Developing and delivering bespoke training around the aspects of the common core.
- Consultation with children and young people about their views of the children’s workforce.
- Research and consultation into specific needs of volunteers within children’s workforce.
- Promotion of policies and procedures around allegations against professionals.
